Module 8: Overview
This module highlights the critical role of contingency planning in effective crisis management, emphasising that prevention and preparation are essential even when crises can’t be fully avoided. It begins with an overview of identifying potential threats, using tools like risk matrices and the SCCT framework to anticipate and prioritise diverse crisis scenarios.
The module introduces a structured, two-tiered planning framework. Tier 1 features the overarching Crisis Management Action Plan, while Tier 2 includes three types of contingency plans:
- Prepared Plans for known risks,
- Adaptive Plans that adjust pre-existing templates in real-time, and
- Dynamic Plans developed on the spot during crises.
Dynamic planning is explored in depth, highlighting its adaptability, use of visual planning tools, and reliance on effective communication systems. A practical simulation involving a terrorist threat at a global event illustrates how dynamic planning enables teams to assess evolving threats, make high-impact decisions quickly, and maintain control in the face of uncertainty.
Through tools, techniques, and case-based applications, the module equips teams to act with agility and confidence in both predictable and unpredictable crisis scenarios.
